It is also not clear if Ashura was a Jin, if he wasn't then his avatar was unique to him. The Juubi Jin also didn't show any ability to use a avatar. That is 2 theories that contradicts yours, and they are both more likely. Also as we can see, the Bijuu avatar didn't change. (Same as Sasuke's PS is alike Madara's even when Madara only had EMS.)
