The rasenshuriken Naruto did against Kaguya are stronger than the tbb he just did he really doesn't need the avatar he could use just the hands plus when they clashed fist Naruto could have done the same thing he did to Kaguya with the stone fist he really don't need the kurama avatar

His outfit completely changed? It changed after gaining the Senjutsu of Hagoromo and the remaining other Bijuu. Not from just gaining the Bijuu. It is also not clear if Ashura was a Jin, if he wasn't then his avatar was unique to him. The Juubi Jin also didn't show any ability to use a avatar. That is 2 theories that contradicts yours, and they are both more likely. Also as we can see, the Bijuu avatar didn't change. (Same as Sasuke's PS is alike Madara's even when Madara only had EMS.) Naruto is using the opposite of Sasuke's attacks.

Naruto answered Susano'o arrows with Bijudama's, Naruto's equality to Susano'o Arrows. They are equally matched, in strength and mind. They are Yin and Yang, two equal powers of opposite origin working to reach a goal.
