About the retcon, here's where it gets tricky. The scenario was written for the remake, so it was written post-P4 and is technically more updated (therefore retconning what was said about bonds). But, it was written by the P2 director, who is different from the P3/4 director...

I firmly believe that he can beat both Philly and Nyarly. He's already shown resistance to their strongest abilities, and has shown ones that surpass theirs. If need be, I'd compile an entire document, detailing his feats.

Not only the fact that she is a team battle, but the fact that she basically confirms her superiority during her fight with Yu, saying that not even her sister had ever pushed her that far. Margaret also has close to triple the amount of confirmed Persona compared to Elizabeth. Margaret: 25 and Elizabeth: 10. Margaret is also the eldest which, once again, makes her portrayal superior to that of Elizabeth. Fun fact: Margaret is in possesion of Helel. Elizabeth's strongest Persona is either Thanatos or Metatron.
Elizabeth also said in Arena that the power she is looking for is not battle strength, but something else. She probably means the power of bonds. I can find the Arena clip for this if you want to. This means she isn't necessarily growing power wise, but growing as a person.
Igor is the beez neez without feats so I can't say anything about him. Didn't you accept the fact that he might be close to Nyar Nyar and Philemon, though?

Philemon is you. You are him. Therefore, he is all. That might put Philemon on par with Minato. Philemon can tank Armageddon, normally a one-shot skill on bosses and all other enemies, and while he is at it, reflect it back as Armageddon R, which is a guaranteed one-shot move on literally anyone.

She comes back in Ultimax. Fuuka is the best sensor-type, confirmed in Arena. She knows what's really up with Theo.

Persona 3 had the "two gossiping girls" in front of the school entance while persona 4 had the "running by you while you talk at school entrance guy". I think for Persona 5 it should have a "64 year old man Phoenix Ranger Featherman R cosplayer waiting by at the school entrance asking for some change to take the bus". XD

He, like the members of Strega, was forced to take that weird medicine in order to keep his Persona in check. He was never really that talented with Persona powers at it seems.

Woah... Shinji took two bullets to his chest and managed to save Ken from any injury. Takaya was using a revolver, the bullets of which should be enough to pierce through a human body and hit whatever's behind it. And without any protective gear (aside from the locket if you play as Minako), those are some impressive durability feats... he could even walk for a moment before collapsing.
He consciously took the drugs because he disliked having a Persona for what it did to Ken's mom, weakening him from his full potential. In battle, he was equally as proficient with wielding it as the rest of SEES. Mitsuru and Akihiko acknowledged his power as greater than their own before he quit. Castor had no particular affinities other than physical, but together, they had no weaknesses either. Castor was already more powerful than Polydeuces, and Akihiko could only match Shinji when he gained Caesar.

Yeah, I realized that after I posted that. I wanted to edit it, but I felt like people had already read it. He DID lose control of his Persona, though. That's the reason he killed Ken's mom accidentally. The suppressants are naturally only for those who obtained a Persona through artificial means, but for some reason he did lose control at least once.
Anyway, it doesn't change the fact that his tier list is based on the strongest point a character ever was. The Persona 3 characters are 3 years ahead of Shinji now.
I agree that he deserves to be above the P4 cast, though. Most of the P3 cast deserves to be above the P4 cast minus Yu.

I can agree with what you're saying. Only during Arena can Elizabeth be even debated to be stronger than Margaret.
