The same can be said smoking in your house, or smoking within 5 feet of a child out in open air. Where does it stop?

Smoke is still in the air, in the vents. We must use force to put an end to the unspeakable evil. If you roll the window down, the smoke goes outside. It's only if you hold the cigarette inside or blow the smoke inside where it should bevome a viable "risk"

In the future, there might be higher taxes on cigarette sales, a ban on public smoking, etc. Anything to gradually decrease the amount of smokers to the point where they're a very small minority. I'm not aware of UK law on this, but that would be my reasoning for putting this law in place.
And like I said earlier, the freedoms of a parent don't supercede the health of a child. You have to also understand this is under UK law and not US law so the mentality for putting such a law in place could be different .

You do realize the government would be making more money if they were with cigarette companies instead of against them.
