At this point i'm not sure to be honest. I don't know how they compare to senior vice-admirals. I'd say mid tier to be safe

Idk about every Vice Admiral, but Vergo was probably the strongest among them. He was probable on a level above them along with Kyros.

imo the mexican machete , goro arms , momonga, and vergo are the strongest va's.

smoker is one of the weakest va out there along with the giants.

And seeing how Garp's a VA as well. It's pretty hard to scale.

Though it wasn't completely canon, but in one of the special chapters (idk if it was for SWorld or Z), it was revealed that Garp was given a promotion on several occasions but he refused to accept it every single time. When Sengoku asked why, he said that he doesn't need an Admiral's status to do things.

In fairness the Vice Admirals are about the same level of the Strawhats the reason they look weak is because they've gone against fighter far stronger them. Doflamingo, Whitebeard, Sabo etc...

A healthy Smoker is around the same level of Luffy.

Vergo is by far the strongest Vice Admiral we have seen so far he took on a Warlord and a Vice Admiral at the same time and was arguably stronger than Luffy.
