The second image shows how Madara is explaining to Sasuke about the attack 16 years ago being a natural disaster.

Madara would have no reason to lie to Sasuke since he is attempting to gain Sasuke's trust (or maybe he has some other secret reason), but in my opinion, Shodaime took out both Madara (One of the greatest ninjas), and the Nine-Tails (The most powerful Beast ever). That has to put him in at least contention for greatest ninja ever.

first hokage, has wood ability (yamato used it with 4tailed naruto) + crystal around naruto's neck (it showed the ability when naruto turned 6tailed). he was the strongest shinobi with those perfect combations to control the bijuus.
