as you can see - shisui's normal sharingan is 3 tomoe's - so he doesnt have 4 tomoe's

But when looking at his mangekyou it seems like - it can only be formed using a 4 tomoe, because of it sharp corners

i guess its just kishi's way of making shisui stand out as an uchiha even more

Is their any other MS that needs 10 years to be used again? It is the eye that possess the most Potent genjutsu ever so I think it should be a bit more unique in it's design.

My only other major theory is that the acts commited by a person with a sharingan influence the techniques you will gain with MS.Itachi said he learned what it was to be a ninja from Shisui,the man with(from what we know)had the most powerful MS.Shisui showed complete devotion to his village in his acts(i.e. giving Danzo an eye,and Itachi another and in doing so preventing more fighting).His devotion to his village and the art and concept of ninjutsu could have made his MS as powerful as it is.
As for Itachi's MS,need I say more?He slaughtered near his entire family to save their legacy and the village,he provoked his brother to kill him all the while still holding the utmost love and respect for him.He trusted a jinchurikki with the most powerful MS known to the Narutoverse,when almost noone trusted a tailed beast's vessel at all.All while dying of an incurable disease.He lead a life of pure sacrifice,if not a life of complete devotion to the way of the ninja.
Sasuke(while I consider him to be a brat and immature)lead a fairly horrible life as well.He's an avenger.100%.He watched as his parents were excecuted.His entire family killed.Told by his brother to hate and grow strong.Between Itachi's influence(Amaterasu), the amount of hate Sasuke had for Itachi,and Itachi's hate for himself,I believe that is why not only are Itachi and Sasuke's MS powerful,but extremely similar.

An interesting theory but remember that all the stuff that happened to Itachi that you mentioned happened after he had obtained MS, so they could not have influenced the abilities he spawned. Also, don't forget that Sasuke didn't spawn those abilities by chance, it was built into his eyes by Itachi. Itachi literally transferred his MS abilities to Sasuke by touching his forehead at the end of their battle. It wasn't by chance that Sasuke gained those abilities, Itachi built them into his eyes and knew that the day Sasuke awakened MS that they would be his three jutsu.

As for why certain abilities spawn in certain people, I think it is based on one of two things:
1. Either complete luck, where a sharingan has, lets say, 50 total MS techs possible and each MS spawns 3.
2. Or it is highly based on one's family tree and therefore simplings may indeed have much higher chances of spawning similar techs. If this is so, or if it is part of the secret, then perhaps this also explains why only siblings are compatible for eye transfer.

But again, I have to defend the fact that Sasuke only has Itachi's 3 techs due to the fact that Itachi gave them to him. I mean why else would every MS look different despite the fact that they are simplings? I believe that every MS has a different look because the 3 techs spawned by it was completely random and unique.

I know the third tomoe allows the user to see an image of the opponent's position, a split second into the future. And allows them to see faster movements. I know this from Naruto and Sasuke's battle at The Valley of the End.

I see what you're getting at with this, but those 'facts' you are talking about are in no way proven by that battle. I don't think that the third tomoe has a built-in ability that allows a user to see an opponent's movements before they happen, but rather I think any sharingan has that capability and its based more on a character's power level than anything else (yes, I am basing this response of mine off of material from DBZ but perhaps that's what Kishi was thinking too).

The way I see it, a person with a shairngan can read anyone's movements that are under a certain threshold of speed that is directly related to their current state of speed and power. I simply think that once Sasuke formed the 3rd tomoe, he simply gained enough power and speed to be able to read Naruto's movements, thats all.

Again, this is highly based on what I know from DBZ where only people with really high power levels can even comprehend battles between extremely strong combatants. This may be a totally wrong assumption but it makes perfect sense to me.

Shisui doesn't have 4 tomoes. Look back when Danzo used Shisui's eye it was 3 the tomoes were kinda big though. Also look at the crow now it reverted after he used it and its 3. MS jutsus come in all shapes.
