It all depends on how proficient the user is in using their eye's abilities. Someone like Neji probably could have defeated sasuke when he first got his third tomoe on his sharingan. It all depends on how good the user is. Sasuke was very strong in using his eye abilities when he fought killer bee. Do you think he could have fought him when he first got the third tomoe in the Valley of the End? If you do :flaw: NO! Which proves the above proficiency statement. Because he has improved, therefore improving how well he can use his eyes.
