Take this from someone who knows Tobirama..

1. It was never said his S/T technique was on par with Minato's it could have been simply inferior, or superior.. But we have no knowledge of the sort..

2. That isn't really a feat.. Sure he can use high scale water jutsu from out of no where, but so can Kisame, and so can Mei.. His feat is that he only uses ONE HAND SEAL to use high scale water techniques..

3. That isn't a sensory technique, it's tracking you should learn the two distinctively, they are actually quite different.

Can't say one or the other. But I'd say he's pretty sick based on what we know. From the edo tensi and water style we can see that he is not only proficient at what he can learn but he's also talented enough to create his own jutsu which I think should be accredited to him. Also him being smart enough to create the organizational system of the entire ninja world is a testament of his intelligence as well. As I recall for Konoha, and everyone else followed. Plus him being 2nd in command of the senjus(as we all know the strongest clan) in a time where it was every clan for themselves. He's definitely top 5 of his generation. I hate when people say he was defeated by ginkaku and kinkaku. It implies he fought them str8 up and lost. All the manga says is he was left for dead in a surprise attack. A surprise attack with details 100% unknown. Getting in a fight and losing is not the same thing as getting jumped. Not much you can do about that.
