Sasuke wasn't matching Naruto before he absorbed the bijuu's chakra. Naruto kept on countering Sasuke's attacks. He never attacked Sasuke seriously until Sasuke absorbed the chakra from the 9 bijuu. Naruto was out of chakra when Sasuke gained the bijuu chakra, that's why Naruto had to use NE and both of them were out of bijuu chakra and NE after their attacks clashed.

It was obvious that Naruto didn't have a lot of bijuu chakra left. If you think about it, he was almost out of Kurama's chakra so there can be no way that he would still have some of the other bijuu's chakra left. Kurama's chakra> the other bijuu chakra in quantity. If Kurama was almost out, then Naruto couldn't have had anymore from the other bijuu.

Then you're reading the wrong manga it was clear as day they was matching way before Sasuke took Bijuu chakra.
