That is not speed. Eye jutsu doesn't increase the user's speed. It helps the user handle speed better. Besides, why would Sasuke stab Madara and then run to the other side of Naruto. Is he scared? Seriously, that doesn't make any sense. Like I said before it appears to be a yin base jutsu. Probably something similar to Izanagi.

We are missing some pages and Sasuke told Naruto to aim for him. Naruto might have had to wait until a specific time until he could attack. This a team battle.
