Those black rods and black zetsu are different from the Truth-seeking balls.

At the time, Obito had the shell of the Juubi, from which the eye comes so he was very powerful. Sasuke showed no feats that suggest that he can approach the truth-seeking balls. You're simply making a baseless assumption.

Regarding the quote, progression doesn't necessarily refer to power. It refers to the character as a whole. If you still don't agree, then are you saying that Naruto at the start of Shippuden was equally powerful as Sasuke?
