1. I think him stealing bijuu chakra is a way of giving him enough chakra to match up with Naruto's incredible stamina. Not a free powerup because to be able to steal the chakra, Sasuke had to use his own powers and also because the chakra is only for this fight.
2. His idea of hokage is wrong. It is not right for him to put himself under that much pain when a better method could be used. And there are better ways of uniting the shinobi, rather than giving them a common enemy. However, his goal is very noble because he is able to sacrifice all personal happiness and comfort, just to ensure that everyone else would live in peace.
And even if Naruto is his best friend, it does not change the fact that Sasuke has to kill him. If Naruto continues to live, he will, by all means, try to stop Sasuke. And Naruto with his immense power has the ability to destroy Sasuke's plan. Another reason for Sasuke to kill his best friend is to break all bonds. He cannot take on the heavy, difficult role of the "hokage in shadows" if he still cares too much about someone. His friendship with Naruto will distract him.
3.I was never bothered about Naruto using Kurama's chakra or being a jinchuriki. Kurama is not a free powerup because Naruto had suffered and worked hard enough to be a jin, and plus,working together with others is symbolic to Naruto's overall character.
