If ur talking about living Madara then Sasuke will absolutely surpass him in time.

Edo Madara however is a different story. I don't think Sasuke will get the rinnegan though, even if he did use Senju DNA. Madara didn't get the Rinnegan until he almost died, Obito had his own eye and Senju DNA for over 16 years but wasn't able to awaken the rinnegan. I think there is a missing factor that causes the Rinnegan to awaken and we don't know it yet.
