No, Lee was the first Jounin, and one of the strongest in the entire village. Only Gai, Naruto and Kakashi are stronger than him.

He reached Kage level when he gained SM

In what world was Naruto low jonin?In part one Naruto couldn't even analyze a jonins skills and counter them.He could skills be caught in any half ass genjutsu.And top of that, many chunin could have beating him, Rock Lee being one.Unless you believe in the ridiculousness that Naruto could have beating someone of note with just shadow clones and Rasengan, he definitely wasn't jonin.In the beginning of part two he wasn't jonin level, seeing as how Sasuke could of easily killed him and even Sai probably could have.
