Naruto reached jounin level probably when he beat Gaara. he already had 2 a-rank techniques under his belt and knew how to use kyuubi chakra. and he learnt another a month later and defeated a kakashi level shinobi. and rock lee was jounin level in 5th gate already imo.

also, hebi sasuke has no counter for rasenshuriken and sm naruto's attributes are better all around.

Although while he was training with Orochimaru, he'd have reached jounin level prowess shortly after the end of part one. I think VotE Sasuke was low jounin level already.

Sasuke won due to plot. How does he have no chakra left and be able to summon Manda, activate sharigan and put him under Genjutsu in a point blank explosion, then crawling into Manda somehow? His chakra was so low he couldn't activate his sharigan, yet he could do all that in a split second.
