As the user of Totsukas blade, you can decide whether you going to seal someone or just use it as a pure assault weapon. In theory, he could switch the weapons of Susanoo from his Amaterasu Orb into the two spiritual weapons. In theory, but I do not think that Itachi left those weapons to Sasuke.

@Turson, this wasn't a shield at all, it was the bow Sasukes Susanoo is carrying at stage 3. By looking at it more accurate, you may see it.

Actually, thats 2 in 1 - bow combined with shield. Only, that shield part became much bigger when Sasuke awakened EMS.

] and I think that it's common sense that the weapons of Susanoo are growing within the stages, the full armored Susanoo is however the highest stage. A bow isn't the typical shield but can be used as one as a second rate. Combining Yatas mirror with a bow would be kinda odd.

on the right of his susanoo you can see that same circular pattern of the yata mirror. and its no the susanno armor cause it kind of juts out from the susanoo.

HE DOESN'T HAVE THEM. They are quite clearly separate weapons that he acquired by finding/searching for them. This can be clearly inferred when it is stated that Orochimaru has been searching for them for years, but couldn't find them. Clearly, they are weapons that exist in the physical world that anyone could wield.
