Sasuke didnt awaken his sharingan before Itachi. Itachi awakened his mangekyou before sasuke even thought bout his Sharingan!!!

Sasuke's ninjutsu is a bit better. Itachi's genjutsu is way better than Sasukes.
IMO, Itachi, but I'm a huge genjutsu fan.
