I presented factual statements so that means I'm truthful. It's hard to use diversions in a 1 on 1 battle, specially against a Sage Mode user whose senses are amplified multiple times. He took every Bijuu's chakra and still didn't resort to Ameno. He decided to fight back with power because power is the only thing that can bring down characters like Naruto or Hashirama. Sasuke was smart in his battle against Naruto.

We never bring plot up and talk about their respective skillset and best use of them. Sasuke is more haxx therefore better "on paper". I'm not saying he'd beat Naruto in the actual story because let's be honest, the manga is called Naruto and I don't see him losing in one manga pannel because of that.

There are plenty of tactics to use diversions without chakra, that's not the problem here. If he could sense it while being distracted by the diversion, head-on would literally be harmless.

Sasuke's chakra wasn't the issue here. He was pumped by Hashirama's cells and got Hagoromo's power. He had more than enough chakra. He simply knew that Ameno can't work against Naruto.
