Well going off manga.. Sasuke has Powerful chakra where as Naruto has plenty of chakra. That would indicate that Sasuke Chakra is more potent or of greater quality so to adjust his chakra would be to turn down it's potency to match Naruto

Same w/Hasi and Madara.

He had to adjust the amount of flames to match Naruto's FRS.
Too much and he would burn Naruto.......
And it's not like he uses teenie weenie amounts of Amaterasu, this guy likes to go big, but not as big as Naruto does.
The rasen shuriken wasn't a really huge one that he could just freely just amaterasu on without taking into account how large or small it is.

And as we've seen, Madara's PS is very tall................
Ofcourse he would have to tone down to fit the kyuubi, just as Madara did.
But it was even mentioned by Madara, it only rivals 7 bijuu, so the Hachibi/Kyuubi would still be stronger.

TBH: Sasuke needs to show something new or get a power-up before he is even on Naruto's level.
Just the amount of chakra that Naruto has is simply unfair.................

His V3 on its kness is = to Bijuu Mode Naruto's 50% Kyuubi avatar.

I'm sorry but there's no proof to that. His V3 on it's knees = BM avatar on it's knees.
His V4 isn't that big as seen vs the zetsus. Madara on the other hand his V4 head was bigger than full kyuubi itself.

Sasuke is holding back, he had the walking Susanoo and even the Perfect Susanoo, while all Naruto did was ask the other Kurama for more chakra.
