I agree. However, leadership is often displayed on small scale, then the person rises up. they're are a couple generals that did become President. However, you are correct that just because a man is a general doesn't mean he would make a good president. let my clarify my point. Sasuke won't become Hokage, adviser, Anbu leader or leader of anything because he was the leader of Hebi. However, his leadership of Hebi demonstrates he has leadership skills. Hebi showed he has the skillset but not the means to become Hokage.Leading a Team and leading Nation/Village are 2 different things. If those where the same than Military generals would be the president and congress.
The ONE most obvious shred of proof that Naruto Excels over Sasuke in becoming Hokage is the fact Naruto can reflect and look at the emotions he is feeling. He can assess the situation and make a clear headed choice. Even when he is enraged by the power of the 9 tails ( as seen when Negato and naruto spoke ).
Sasuke doesn't see his emotions and just acts on them. He would kill his own and past team mates without flinching.
Saving Sakura during battle isn't him changing. It's him fighting and it's obvious sense to save the Healer in the middle of a fight against a Literal GOD creature. But I bet you he wouldn't have stopped to kill her if Danzo took her prisoner or if she was working with Itachi back when Sasuke went to kill him.

Danzo's decision to elliminate the uchiha clan, was a harsh but wise decision because if he hadn't a war would have broke out. He understood the situation and took the right course of action.
Sasuke's decision to eliminate the tailed beasts can be considered a harsh but wise decisions because he understands the threat the tailed beasts pose. He understands the world is not perfect and that world peace is not easy to come by. Therefore he is getting rid of tools that can cause destruction.
Sasuke may not always be nice but in terms of understanding politics he is far ahead of naruto imo.

I've always thought Sasuke considered betrayal for him to have new bonds. this is part of the reason why he planned to kill the Leaf, to prove to himself he was a loyal Uchiha. he also wanted to kill the village because he was paying evil until evil. the village elders killed his aunt though she couldn't possibly have been involved. she was an innocent killed because of what the Uchiha elders were doing. Sasuke was doing the same thing. killing everyone not just the guilty ones because they killed everyone, not just the guilty. He's completely wrong for doing this. paying evil unto evil is still evil but it is more understandable.still won't explain why sasuke would kill those who truly cared for him, why would he destroy konoha when 99% people had nothing to do with it?
Those are harsh decisiond. Not wise one, and after the truth was revealed to him by the former hokages, why would he be envious of naruto instead of figuring out how to utilize his power for the greater good of the alliance? He just wants to kill and redeem the uchia...sasuke has a tunnel vision issue.

3. No all of Sasukes fights with kages either ended up inconclusive or in a victory from Sasuke

Sasuke knows and understands the previous mistakes of the previous Hokages and he even said he doesn't want their hard work to go to waste and that is why he wants to be Hokage and may even be recommended by the Edo Hokages (unlikely but still a possibility)
