Sasuke at his strongest = EMS/RinneSharingan/All Bijuu chakras unerfed with all six paths and his ameno S/T. Naruto at his strongest = RSM/All Bijuu chakras with all bijuu KKG's full kurama and Gudodama. They are pretty much equals, unerfed anyways.

Nope. But if Kishi says they are equal then 1 of 2 things are possible.

1. Kishi doesn't see the NE of the entire world as a part of Naruto's regular power.
2. Kishi believes that Sasuke matches Naruto even w/ that.

1-Naruto's raw power with NE > Anything Sasuke can pull of without the bijuus

2-Sasuke has the ability to open portals to other dimensions. Teleport. Absorb chakra, control gravity and other rinnegan techniques, which Naruto doesn't have.

If you give Sasuke the same ammount of raw power Naruto has, he ends up being even more complete than Naruto, not equal to him.
