In the anime Madara was levitating when he was fighting Naruto and Bee.

Being on topic to the people saying Sasuke mastered the Rinnegan at VOTE that isn't true. If that was the case then there are some pretty useful abilities he could have used against Naruto. Shinra Tensei and Asura Path could've used in a number of scenarios.

Heck he could have used Ningendo instead of Preta Path that one time when he and Naruto were down on the ground.

He hasn't mastered it, which is why he couldn't use PP with other techniques, just like Madara. The latter had to lose his Susano'o clones to Jinton because he couldn't use those and PP at the same time. I never claimed that he did at Vote.

Ok. Show me a panel in which sasuke has learned petra/CT/outter path. That panel shows actually nothing but sasuke not being able to use two abilities at once, which isn't the case in here, Sasuke eye being new should have not let him use CT or at least ****ing outter path..............The concept of learning stuff in NV is flawed, one would come up with shit that he never witnessed or learned his whole life just by getting a power, so I wouldn't necessarily use that as an argument or at least not when the manag is clearly contradicting with what kurama was saying.

How does any dojutsu just come into play. Their abilities just happen to unlock.... all dojutsu users have abilities they just need to learn how to do it. How did Nagato start using paths without anyone to teach him? We haven't seen him utilize any at a young age or against Danzo but once he matured with his rinnegan he start busting down countries alone.
