The manga states he lacked mastery. Do you have any panel to back this up that full control over Deva doesn't require mastery, because even Madara wasn't able to levitate without becoming a Juubi-Jin.

In the anime Madara was levitating when he was fighting Naruto and Bee.

Being on topic to the people saying Sasuke mastered the Rinnegan at VOTE that isn't true. If that was the case then there are some pretty useful abilities he could have used against Naruto. Shinra Tensei and Asura Path could've used in a number of scenarios.

Heck he could have used Ningendo instead of Preta Path that one time when he and Naruto were down on the ground.

As far as we know, using the Sharingan/Rinnegan promotes growth in itself and seemingly gives the user knowledge of their possible techniques. That's how people with the Mangekyou suddenly know how to perform a new technique out of nowhere.

You forget that absorption and Planetary Devastation were seen performed by Madara, by Sasuke himself. Because of that, he'd have a basic idea of what the Rinnegan can do. I believe that was an error. It should have been normal clones, not kage bunshin. The state the clones were in bear similarities to the atrocities naruto used to create back in the academy.

Sasuke said "Alot" meaning he had almost perfect control over his rinnegan, And I refuse to believe that someone who merged the bijuu chakra using outter path to create his own sousano is noob, therefore don't use his eyes being new as an excuse.

Okay so he doesn't unlock paths big deal. Sig it if you want, unlocking or nonunlock w.e what is your point? Sasuke didn't even know he had preta path until his final blow that is factual. Funny thing is they were trading blow for blow before hand and Sasuke never bothered to use it until the end.

I never said Sasuke was at any type of disadvantage against Naruto but saying he mastered his rinnegan and was fully adapated to it is completely false. Sasuke used the rinnegan to the best of his ability at the time.
