Clearly it only works on bijuus. All jutsus have a weakness. Ameno has a limited range, amaterasu can be dodged or somehow torn off, susanoo can be destroyed. Solo Glance would break that trend. Kishi doesn't give powers and remove them to nerf characters. Show me anywhere in the manga where he does that
