Sharinnegan has two aspects, the rinnegan and sharingan.

The rinnegan aspect was combined with the sharingan to control the bijuus. It's a special power
Normal humans are unaffected by the Rinnegan. If the rinnegan aspect worked on sakura her eyes would've reflected it.

Sasuke used same sharingan genjutsu on both bijuus and Sakura. His Rinnegan kept all the sharingan powers including ability to cast visual genjutsu on eye contact.
