Sakura was in the battlefield and at that time, the shinobi lost their chakra because that Juubi tree took it back.
Sakura only have Kurama chakra and therefore, cannot do much healing, especially when Shikamaru lost his chakra.
Then when Shikamaru came alive because of Kurama chakra.
Whereas, Tsunade was healed by Karin and she manage to get back her own chakra.
That was why Tsunade could heal Shikamaru and Sakura.

I think Tsunades strength is stronger Shes more powerful than the raikage since shes frm the senju..Sakura just uses her chakra to her arms which she releases to unleash the strength..Anyone can do tht if if they learned how to do it..Kakashi said tht it required precise chakra control and training..But for Tsunade she has just pure strength..Challenge sakura to an arm wrestle with Tsunade..sakuras hand get crushed

Sakura is still not originally from the Senju where Tsunade is originally from there so her healings and self healings are better than sakura since it originated frm there..A non senju cant beat a senju in healing powers..if it does then its like comparing Kakashi sharingan powers with Itachi or Obito where he got borrowed..same for sakura where she was taught
