But instead they choose to just place team 7. There are also heroes as well, Lee, Kiba, Neji etc.

As you can see many fit the first and second definitions, the 3rd how ever is obviously set to naruto for the entire manga. You guys are over thinking the picture, its simply concept art. Naruto is the Protagonist, all of his supporting characters are on the same level as each other, no higher and no less.
