She can't fight the juubi because she has to heal people. Even Ino is less useful than sakura and yet she is more useful in this particular battle. This is where sakura's design of being a "normal girl" hurts her character. She has nothing special to contribute besides the typical medical supplies. Even madara acknowledged hinata's increased strength in this chapter. Hmmmm...
