Naruto is dedicated, yes. He'd give his life to protect his friends. Can't ask for more than that, can you?
In a direct, combat situation, that is. Naruto would rather die than have a friend or loved-one do so. As Hokage, that can't fly. As Hokage, he IS more important than his friends. If he ever was in a position where he could let the village be destroyed, let Hinata sacrifice herself for it/him, or die himself, HE WOULD LET HIMSELF BE KILLED. And that WOULD be the WRONG option. A leader should not HAVE to be merciless, but in a world like the Narutoverse, I'm afraid there's no choice.
Naruto has battle-smarts, and he's sharp in some situations. But he is NOT SUITED for politics. Imagine Naruto in a meeting concerning import-taxes on rice from the Land of Grass. Imagine that meeting lasting six hours. And then imagine Naruto having to catch up on six hours of paperwork WASTED on meaningless quibbles, and THEN having ANOTHER meeting on taxation and import the next day.
It should be clear that this isn't where Naruto belongs.
Naruto's deception and creativity both come down to the same thing: Doing weird shit in battle and out of it. Please, mention any other examples of Naruto being creative or deceitful, 'cause I'm pretty sure that's it.
Could Naruto pretend to be someone's friend for weeks or months, knowing, the whole time, that this person is an enemy of everything he stands for?
And attention to detail. No. He just doesn't.
