Rules are good but when do they become bad?

Rules are there for a reason,I know this and I'm not against this.But when is the point that too many rules makes it bad?What do you guys think?
Note:This is not to cause arguements I just thought I would get peoples opinions.

I think there are a lot of new rules that are being made. Some of them are good, but others I don't agree with.

Rules are a good thing, but too many will only cause problems. U_U

The NB rules have gotten a little bit to much.

Only one Bio? was there a reason to do that?

there already was a limit to 3 bios.

They become bad, when ppl are not following, and you add more rules, and ppl still not following, and more rules... then it becomes bad. Rules are made, becouse someone is doing/not doing something that he shouldn't/should do. And rules are getting strickter and strickter, when ppl take advantage of less strickt rules.

Well at least we are actually hearing peoples opinions on stuff now and not just sitting pretty and nodding our heads to everything.

Exactly its meant to be fun not deadly serious,i think we should have a poll and see which parts of the rules people like and which they don't and then go from there.
