RSM = Rinnegan/sharingan is it fair?

Is it fair for RSM = Rinnegan/sharingan ?

RSM = Rikudo sage mode AKA Six Paths Senjutsu : The user's physical strength, speed, stamina and regeneration are exponentially increased. The user also gains the ability to use senjutsu and fly, as well as use chakra arms and create multiple Truth-Seeking Balls (although the Truth-Seeking Balls aren't always necessarily linked with this technique). Apperance-wise, this form creates a pattern of Rinnegan and nine tomoe on the user's back. Upon obtaining this, the user gains complete control of all five basic nature transformations and Yin–Yang Release.

Rinnegan: You get to use Six Paths Techniques. You know them all. And all of the elements(even though we ain't seen a user use them all). You can use any jutsu. No extra chakra here. You just getting the tool.

Sharingan: You know all about it. EMS is the highest level

Rinnegan/sharingan do not increase the user's physical strength, speed, stamina or regeneration.

So is it balance? Is it fair between the two?

The problem that creates this imbalance is what constitutes each ability. At base you get improvements to your abilities. And you get base abilities with said power-ups. With the Rin'negan you might get a specific power, but with Sage Mode, you get to amplify anything else you have. Hence why Hashirama was so powerful and why Naruto makes RSM more powerful than it is. He can use Kurama's power on top of it and the rest of the Bijuu's.

Absorb chakra(Nagato was able to easily absorb bee's version 2 chakra cloak, obito was able to absorb 1 tail chakra + 8 tail chakra + rikudou chakra. Imagine what someone of Madara or sasuke class could do to someone like naruto)
Rip out someone's soul
Summon army of summons
Negate gravity: pretty much fly if used with asura path
Disable opponents ability to mold chakra.

Can't place a RSM user under a genjutsu when he got more than one chakra source. RSM can practically make a Spirit bomb. Rinnegan user can only absorbs what he can handle.

Rinnegan users are like ninja in final fantasy XI. They can be the best and untouchable, but oncee they get that one hit from a mob, their life are in danger due to having average life points. Meanwhile RSM user are like monk. They got a lot of life points to deal with thousands of jutsu been thrown at them by a ninja. Then gather enough energy to one hit a mob.

I'm sure, or at least hope, that people can agree with the first comparison. To address the second:

What actually does the Six Paths Sage Mode give you? Flight, increased physical attributes and sensory, access to all basic elements, utilization of nature energy, and truth-seeking spheres. Do not confuse anything else as those are merely additions from tailed beasts.

The Rinnegan on the other hand offers a variety of abilities, including the access to all basic elements. The absorption of chakra, the power to manipulate gravity, control over life and death, the chance to summon the Demonic Statue as well as a variety of vision-linked beasts, extraction and injection of souls, and finally the ability to create multiple tools and bio-mechanical arms from the body including the rods that send and receive chakra. Oh wait, can't forget the unique power gifted to those who achieve the Rinnegan on their own(such as Amenotejikara and Limbo).
