That is certainly something to consider. I agree 17 year-old Naruto was probably more powerful and more skilled. Hokage Naruto hasn't been on missions in who knows how long. He was probably at his best at 19 in The Last or early to mid 20s.

The title doesn't make sense because Adult Naruto is RSM Naruto. And Adult Naruto > The Last Naruto > VOTE Naruto, all of which possess RSM.

He still has RSM.

RSM Full Kurama>>RSM Half Kuruma w Tailed Beast Chakra.

Even if Naruto still had half Kurama, he'd still be stronger than his former self, though not as much as when having full Kurama. That's because chakra maturing results is greater power.

The same goes for Naruto fans who can't accept that Sasuke can create BPS on his own. So they're basically saying PS = 3 faced Kurama Avatar. And people who are not sure about RSM and Naruto's possession of it come from both fanbases, not just Sasuke fanbase. An example below.

I don't think being rusty connects to your tenkatsu points being weakened.

And funny enough Naruto wasn't the Hokage yet, so I think he was at peak level around that time if we go by the logic of him still training while his children were born during the Last.
