I find usage limits way more restricting than a chakra limit. Anyway, I have no real standpoint on this; I'm really in favor of anything that'll allow more Freeform, but, most other people will complain.
As for the actual math part, last time I checked, most computers had built in calculator programs. There's no excus for not wanting to do the math other than laziness.
This is just my personal opinion, but I believe the RP is dumbed-down way to much already; it's not hat complex in day o day affairs, and he only real problems comes from people being lazy. If they don't want to read the rules, that's their problem; we shouldn't frown upon a good suggestion because it "requires work". It happens far too often.There is no excuse to, as a member of an online forum, not be able to read. Yet, people keep asking questions for the basic things that can be found simply by looking at two yellow links on the main page or making mistakes that could be fixed simply by reading the header of a section or the stickied threads.
The thing is that as simple as it might be, i fear it will eventually lead to over complication of something that is already above average in terms of complexity. Just that.

What I normally do when fights start thier third page is pull out a piece of paper and start writing down how much chakra was used on each move. it makes the addition super easy
I think you may be overcomplicating it. My suggestion is just a tweak which brings the chakra levels back to a more reasonable level. I think the modes should stay the way they are, which is a gateway to more powerfull moves, along with speed and strength buffs.If this suggestion is to be implemented, we also need to consider a "Chakra regeneration" factor and rewrite many of the techniques that we currently have such as sage modes, tsunades yin seal, curse mark, etc etc as all those increase the users chakra momentarily.
