Probably it functions like Mangekyou Sharingans, no two Rinnegans have the same ablities, so maybe Sasuke will have different ablities from the one Nagato/Obito/Madara possessed.

Tbh all obito needs is kamui. Sasuke can't counter that. A well timed attack? Where was this well timed attack when he kept attacking kaguya and missing?! Get real he has no chance of hitting obito without assitance.
