Close. Half Kurama was shown to be equal too 5 of the tailed beasts. But All 9 Bijuu is > half Kurama & Full Kurama. Case in point being that JJ Obito had chakra of all 9 tailed beasts, but only a bit from the hachibi & the kuubi, yet he was still stronger BSM Naruto & EMS Sasuke. Even Hashirama.
When Madara got all 8 & 1/2 bijuu Naruto & Sasuke literally needed half of the sages power each to stand a chance.

1. Naruto was already in the war for like 2-3 days
2. Sasuke for a couple of hours max 8.
3. Sasuke needed 9 bijuu to equal Naruto's double whatever super rasengans.
4. Naruto did not want to kill Sasuke. This is a major power reduction.

1 - Naruto have far more chakra and stamina than Sasuke. Kurama also kept gathering more chakra for Naruto. Naruto also took chakra from yin kurama. And he got yin kurama and the other Bijuu's chakra too. If he was fighting 2-3 days that's nothing then since kakashi have been fighting since the war started so do he have more stamina than Naruto?

2- Sasuke was fighting before he came to the war(officially).

3- that's wrong Sasuke and Naruto was stalemating Sasuke took the Bijuu's chakra then Naruto had Kurama gather all the NE around them and combined his avatars to match Sasuke not vice versa.

4- Just because he didn't have killing intent doesn't mean he didn't go all out, and at the climax of the fight Naruto did get serious with stopping Sasuke with killing intent.

Rinnegan and RSM are equal no bits about it.
