Excellent!!! Now, don't forget, you need to use the fire in the turn before and in the turn you wish to unleash Kirin you need to use (posting the technique) chidori and then kirin. This means that to use Kirin you need to use a total of 3 techniques throughout 2 turns.

Well first on how to defend this technique. This technique has a large window of opprotunity for your opponent to exploit. You'll need the fire jutsu to make the clouds the way you wish and this is in the turn before Karin then you need Chidori. You can defend against this jutsu this way by preventing it as such
~Negate the fire jutsu before it reaches the atmosphere
~If the above is not possible, As they make Chidori, counter before they make Karin
Now there are ways see like how Itachi used Susanoo and his mirror to block it, however that pertains to Mangekyou users and potentially only Itachi as he's the only person to have the mirror. However if one were to have Space Time techniques in specific bios if possible they could go out of range of the jutsu. THe jutsu is long ranged because if it were closer the user would be harmed in the process as well. Getting close to the user with space time techniques would work so that you could transport yourself out of the range. The best method would be space time Migration however if you're a minato user, if you have a kunai near the location of the user or have tagged them it cuold work.
Also the window of time allows you to put up addiquate defense before hand if you know the technique is coming. For example, if the atmosphere is conditioned to the point it needs to be, while your opponent makes Chidori in their next move, set up a strong enough barrier to take the blast I do imagine it very difficult to avoid or defend agains but this is my best guess. I don't know any specific cannon techniques that would work in defense to this technique, but the key would be to intercept it if you have the window of time.

In terms of preparing for this, shadow clones make the best way to prepare. If one were to make four or so clones, thee of the clones used as distractions to draw attention and fire, while the last clone sets up the atmosphere.
The opponent will have to worry about the three clones, perhaps have two of them set up a jutsu for them to avoid and the in their next turn they will be focused on them.
Chidori+Kirin are two of your three jutsu giving you one more to come out with. Your first jutsu for the turn you activate it, genjutsu to restrict your opponent. Have a clone use the genjutsu while you use Chidori, once captured in the genjutsu, the opponent will have to defend against the gen, in that time Chidori will have been activated and you use Kirin directly after and as the gen is released, if it's released, Kiri obliterates before they know what to do.
