*I turn around and walk so that I am a medium distance away from the wooden dummy. I hold my right hand out in front of me and begin begin to concentrate my Raiton chakra in the palm of my hand by vibrating it. I then slowly release the lightning forming a sphere in my hand of pure Raiton chakra. I slowly move my hand around trying to steady it and I raise my hand face it forward and release it flying towards the dummy. It hits the dummy in the head and knocks it back a bit causing it to fall to the ground.

The lightning ball is actually quite fast, since its composed of lightning chakra, as for the next jutsu;

This is like an lightning armor that Raikage wears but a lot weaker version. Unfortunately its the only canon armor (L) available to non-raikage bio users. But again its quite useful when it comes to technical stuff. Try it!

Didn't the Raikage's Lightning Armour increase his speed if I'm not mistaken but if I am I feel like an idiot I don't think this would increase your base speed would it?

Yes, Raikage's speed was increased but this doesn't do that. Its a basic Lightning coat. Next up;

Nice, although this jutsu takes time to actually happen it can be very useful at times when you are really in need to run o.o! Last in C-Rank that you can learn is;

Once I am at short range from him I slam my palm onto the ground sending a surge of lightning through the ground towards my enemy. 1. Well the first one is Okay, you didnt mess up somewhere so you get a B rank, the problem is there is so much movement that your character is doing that gives your opponent enough time to react fast. If he/she can stop you right there after your first attack, in short range you dont have much place to run. So, whenever you are in short range make damn sure you have a succeeding move and the other person is well trapped. Most of the RP here is done in Mid-Range, which leaves you open for a range of offensive and defensive measures. Next time when you make a short range move (which was required at this level) first trap the opponent before getting too close, a good move will be water prison followed by quick Raiton attacks.

2. This is entirely wrong move, hence you get an E (Just so you know F is not Fail its forbidden and E is the lowest rank O_O), reason 1, you performed a weak jutsu and ran a range saying your opponent was trapped while he was just thrown into the air. Reason 2, Then you wore a lightning armor and jump into the water :sy: you get yourself electrocuted by your own lightning. This is a way to trap your opponent; when he uses lightning if you can use water to trap him into his own raiton. or when you use earth follow it with water so that the other person wont use lightning to tear up the earth because he/she is afraid to be shocked.

Lets try again, one more move. Keep in mind the comments above.

Letting the lightning strike on the spot below the dummy completely destroying it with force and speed if you blinked you would've missed it.*

I then concentrate my Raiton chakra in order to release a wave of electricity to conduct the water and make the suiton attack much more powerful.*

Okay Sempai I've chosen a water jutsu that I think should work well

*I begin to concentrate my suiton chakra and perform the handseals Boar → Dog → Ram and in my right hand a water vortex starts to form and when it is fully formed I blast it at the dummy creating a spiraling wall of water flying towards the him. I then concentrate my Raiton chakra in order to release a wave of electricity to conduct the water and make the suiton attack much more powerful.*

When used without a water technique, its power is moderate. The technique can be used extremely quickly, so that it finishes almost in conjunction with the previous jutsu.

Question: Would this be a good opening attack if I had the first move in a battle?

To complete your opening move, you will hinder your opponent's movement by making an earth pillar from beneath. But good job, remember this lightning attack is extremely fast and happens almost at the same time as water. Next up;

*I begin to concentrate my Raiton chakra as I bring my hands together concentrating very hard on distributing even amounts of chakra in each hand. An electrical energy begins to crackle around me so I very quickly slam my hands down onto the ground releasing my built up Raiton chakra from my hands all at once. An electrical current begins making it's way along the earth below our feet at a high speed, when it is near all of the dummies it splits apart into different tendrils and zooms straight for each of the dummy's heads. The attack connects and knocks them all flying back.*
