People are saying Sasuke is at fault for taking Raikage's arm. But really Raikage is at fault for it. He didn't act like a leader. Didn't try to talk to Sasuke or anything. He went charging in at Sasuke like a madman. A leader suppose to endure a lot things, even if his own brother is kidnapped.

Only Garra tried to talk to Sasuke. The other kages went for the kill at first sight of Sasuke, EVEN WHEN SASUKE WASN'T AIMING FOR THEM. All of them are some failed kages but Garra.

PS: Raikage is very lucky The 3rd hokage didn't go after his ass for that Hyūga Affair.(If orochimaru was the hokage at the time, Raikage wouldn't pull that shit on him)
