Hiruzen at his primes mastered all konoha jutsu before minato was even born.

Hiruzen can unlock the 8gates too but he wouldn't do that because the result of opening the 8 gates is death.

He said that because 4th hokage used it before him .

Madara without free power up is totally fodder against prime hiruzen.

What I mean is that he should opt to use the 7th instead of the 8th. Of course he knows the 8th. But 7th in prime form would make him nearly unstoppable.

Well he knows all learnable Justus that's for sure. Not sure about KKGs but then again, all Konoha Justsu is all Konoha jutsu. Perhaps he has a special KKG that allows him to copy other KKG. This is the only explanation.

Even if he can't use others KKG, 7 gate Hiruzen is already invincible. As you said, prime base form is slightly above One eyed Rikudo Madara. 7th gate would bring him to Kaguya status.
