Good points,but Sakura is still from a normal family,so her achieving so much is outstanding,even if she is far below Naruto,and Sasuke.Yes because her chakra was weak, Naruto had to learn how to control lagr volumes of chakra as well as having it disrupted by Kurama at the same time, meanwhile Sasuke had to learn how to control his potent chakra, eventually with experience they surpassed Sakura before she ever met Tsunade, Hinata was stronger than her at that point.
Sasuke's Bijuu Susano'o is Shape Manipulation aswell considering it's in a form of a person inside his Susano'o.I would say that this susano'o is the pinnacle of Chakra control rivaling only Hagoromo's creation of the bijuu.
Rasengan is probably the pinnacle of shape manipulation though

It all depends whether u consider it more skillful to correctly manage a massive amount of chakra or fine precision with a normal chakra pool
I prefer longer usages of Sage Mode,and no strain for Sasuke.They didn't need those restrictions forever.Them getting to a level where that didn't happen is good.There's always the restriction of chakra levels which could play apart.Yep.
Then let's all go back to the fact that Naruto using a simple rasengan is the highest form of shape manipulation, and then Rasen shuriken tops that, and then look at FRS during the War Arc which is Bijuu sized. Kishimoto whether indirectly or not implied that Naruto's shape manipulation is beyond comprehension of the beyond average specimen.
To me everything went downhill with MS/Rinnegan/KCM/BM
If the fights consisted of 3T/Sage Mode with restrictions still like five minute use, and for Sasuke - strain after long periods of usage. Then Naruto would be more balanced. Though with EMS which basically allows you to spam moves consistently, and BM which allows you to draw chakra and do moves with an almost never ending source. The author can freely do anything.
