I know there are some similar threads on this but they are all doing such a bad job at explaining it, plus they are vague in certain aspects.
First off, a lot of people are under the mistake that Orochimaru gained his ability to use ninjutsu after he switched bodies since he uses Tripe Rashoumon and Striking Shadow Snakes in the second arc. The reason behind this is because Summoning Jutsu just require the hand seals during the original summoning, and once the contract is made, all you need is the blood and the hand placement on the ground/location. All of Orochimaru's moves after the first arc are all done without hand signs.
Notice Suigetsu makes a point of saying Sasuke was only able to beat Orochimaru because he could not use any jutsu due to his soul arms being sealed inside the Reaper Death Seal.
On the next page he also asserts that even with his new body, Orochimaru won't be able to use his hands for Ninjutsu.
Later he claims that he does not have the power to take Sasuke's body yet while he holds out his hands...
After seeing Orochimaru's scroll, Sasuke realized he can now speak to the man that knows everything. Even if Orochimaru was to attain Sasuke's body, he'd still be unable to use Jutsu, so as a sealmaster Orochimaru's goal would be to break the Reaper Death Seal and gain his soul arms back. Sasuke realized this would be his chance to speak to Hashirama personally, and get an unbiased truth from the Hokages themselves since he has only heard the Uchiha side of things. Only the Hokages can answer his questions about the village, the clan, and what makes a shinobi. This is further re-enforced by when Orochimaru asks Sasuke why he wants to speak to THEM.
