I believe it can since the one Naruto created was massive and way larger than the Kirin. Though Kirin is faster, it requires special conditions to use it. For the Oodama Rasenshuriken, all you need is to know how to make a Rasengan then Rasenshuriken then just making it bigger.

Obviously CRS beats Kirin, because of the nature advantage.
However, If it was just sasuke and naruto in a storm about to fight, Sasuke would win. Kirin is much faster than CRS. Naruto would be exploded before he could hit Sasuke.
