Why ? That's probably like a way to contact them by Den Den Mushi. We've already seen counter measures for Den Den mushi's in order to be able to not track them. I think it's a safe bet that the revolutionaries have that too if they are able to operate from the shadows for this long.

I don't think it's a vivre card as Love Cook has mentioned. I'm guessing it's either instructions or a direct line to reach the RA's. But if you knew that and still posted, then I'm guessing you mean the RA's could be lured into a trap? Seemingly being more tactical, I'm guessing that very rarely happens.

That was my first impression too but than i thought, why would oda dedicate a whole panel solely to the card changing hands unless it was more, a vivre card

Which imo would be quite stupid from Oda to make the RA do that, it would be same with directions. But that panel will comw back in some way and a phone number is just not enough of a pay off, could be a more complicated way of containing the RA as well tho, that might work

I can fully picture it, but there's a twist.... Usopp is so cowardice that he negs the devil fruit just like he did Perona's.. So everyone around him get's this uproaring buff as they charge into battle and he's just there like "NANI?? What's going on?" xD

Or what if only Betty realizes that it didn't effect Usopp (being her DF and all) but since Usopp hears what the ability is, and he sees how a bunch of other people are feeling because of it, it has a placebo effect on him.. and later on Betty tells him the truth and he's like "whaaa? That was all me? I did that on my own?" or something like that.. lol

Me?? NO! Man, that would be epic!! I can 100% see that happening... Would be such a good scene for Usopp and it would make me back to liking him again. He has his moments, but they're completely overshadowed by the cowardice nature of his character and I thought he had lost it after the time-skip, but it came right back on the way to Fishman Island.

I think oda is attempting to make usopp a prep character. Like he kicks ass with prep, all he needs is info on the enemy.

Ex: usopp vs luffy
