On Submission and Usage of Customs :
Some people are too dependant on their customs, but customs make RPing on NB a hell of a lot more fun ; and since users who could earlier submit customs but now are re ranked to, say, Chuunin or Jonin have to wait roughly two months to submit customs, they will start losing interest.
Also, notice that most Jonin's in the Naruto World have their own "signature moves" - customs- e.g Raikiri, Brning Ash Accumulation, Genjutsu: Tree Bind Death etc. , and that since in the new system it is tougher to get to Jonin, I think that customs have to be allowed for Jonin's atleast.
For this reason, I believe that users must be allowed to submit customs from Jonin.
Perhaps it should be :
Jonin - upto B Rank
S-Class: Upto A Rank
and Sannin - All Ranks

On Restarting from Scratch :
While on the subject of customs, I cannot help noticing that the customs approved in the initial parts of the Custom Jutsu SUbmission thread before the stringent restrictions were imposed, or the customs approved by the mods before the custom submission thread opened are overpowered when compared to the customs submitted later.
Here is where I say that you should disallow all existing customs and make a new thread - this will definitely make it fairer. And I myself do not stand to gain by this, since I too will lose customs - but I do think that wold be fairer on both the new users, and the battle system.
For example compare this customs posted early,
BUt going back to my point since a few customs are overpwered, we need parity.
The moderators cannot review every single page, and it would be ridiculous of me to expect them to do so.
However, since the aim of the new rules is to indeed establish fairness, and there has to be more parity in submitting customs, I suggest we remove all existing customs, and tell members to re-submit if they want them back, in a new thread.To prevent people from re-submitting all their customs at a go, we should perhaps maintain Nexus' rules of no more than four or five jutsus a week.
And, yes, there will be a few members angry about this measure, but I maintain that the majority of NB users are rational people and will understand the reason behind this measure.
Also, it is not as if they will "lose" their customs - it is just a temporary wait to ensure fairness - this will also help new RPers / moderately experienced RPers not having to fight users with inordinately powerful customs, who are Sannin now, or will become Sannin in the future.
