Not wrong completly, but has wrong translation, at least not offical so it shouldn't be considered as cannon statement, where scan posted by me was approved by VIZ(offical translation)

The misconception of KingHashi is that because Obito assumed control of Jūbi in the latest chapter makes it the final and complete form of Jūbi, this is simply not the case, take for example Naruto, his appearance changed (compared to his 4 tails, 6-tails and 8-tails mode) when he took control of Kyuubi's Chakra and went into KCM Mode, Naruto may have taken control of it but Kurama's chakra is still incomplete because it's still missing its Yin Half, the same thing applies to Jūbito, he assumed control of the Jūbi's power leading to his transformation but the Jūbi's Chakra itself is incomplete.

he plans to boost his eyes using the juubi's power to the ultimate level and boost his eyes off the moon,which is the juubi's eye,akatsuki=red moon

I am sure he can do that with incomplete form, as he told in manga already. The chapter was called "Progenitor ", or little before it .

Anyway I am almost certain that Juubi won't reach it's final form while being within Jinchurki, but if it free itself from Obito later then why not , still it would take a time.

Obito by becoming Juubi Jin too early(before Juubi could reach final form) make mistake/opening specially planned by Kishi to creat possibiltity of being defeated by good guys

I would say that even if the above was the case and Madara was the Juubi jinchuuriki, I doubt even Madara could handle such power. Regardless of how strong he is, he is still a lot weaker than the Sage.

7 Orbs signifying the 7 Bijuus he completely absorbed, a large portion Hachibi and Kurama's chakra is missing, it would have been 9 Orbs if it's complete, but it isn't.
