Tenzo pulls out some kunais with paper bombs connected to them, namely 3. Holding each one of them in each of his fingers, he outstretches his hands and throws the kunais in an upward arc. As they reach short-range of the opponent, the parachute connected to the paper bombs opens up and thus the kunais float in mid-air. As they do that, he performs a single handseal, upon which the paper bombs explode.
Offensively, these serve as an excellent distraction. The opponent's focus would be directed toward the floating kunais, while the user could follow up with something like, impaling the opponent with Earth spikes, or finish them up with powerful Lightning attacks. In a sunny terrain, the explosions can also blind the opponent, etc and after throwing them, one could manipulate the Earth in such a way to make the opponent reach the kunais, like Earth pillars.
To defend against the technique, a simple Wind, Fire, or Water jutsu works easily. As you mentioned, kunais themselves can push away the other kunais, but I would use a big Shuriken to be on the safe side. Using a big shuriken, followed by a Wind blast can push the kunais back toward the opponent, thus putting them in danger.
It's quite alright. I mean it was useful in the game.
