Based on the translation it seems like Mitsuki was indeed 'created' recently in a lab. It kinda makes sense as in the beginning of Gaiden Sarada and Chouchou commented on how he was the new kid from another village.

People are saying that Mitsuki is his ultimate creation.

Wouldn't be surprised either considering he has done experiments on human creation since the War ended ... Which begs the question on why he is alive.
