I'd give it to Shikamaru for the simple fact that he's a long ranged fighter and it would be tough for Neji to get close without being caught in his shadow possession jutsu.

He might find ways but it's unlikely, you're relying on things that are unlikely to happen like:

1) Shikamaru's shadow affecting Neji
2) Neji not seeing a trap and therefore falling for it not being able to do anything about it
3) Neji losing close-range combat
4) Shikamaru "evening" the score at night. Shikamaru's vision and shadows are affected by night whereas Neji's Byakugan is not.

All of these things can happen, but Neji has more chances at winning.
1. It's not impossible or too difficult.
2. Traps work as decoys too.
3. Fighting wise, it's very difficult for Shikamaru. Strategy wise, Shikamaru has the upper hand.
4. At night, Neji is most likely to let his guard down. This gives Shikamaru an advantage if any light making tools remain in his arsenal [which is most likely happen].

If anything, Neji has the same chances.

He won against Kidomaru, a long range fighter stronger than Shikamaru. (At the moment) What part of Neji can see clearly Shikamaru's shadows so he can avoid them easily or rotate them away.

1. It is difficult due to his Byakugan, why don't you just accept that?
2. Fighting and strategy wise, Shikamaru has to stop to then think, and at close range he would be too busy keeping up with Neji's speed or trying to not get hit by his Gentle Fist.
3. "He is more likely to let his guard down at night"? What? How do you know? No he wouldn't he would be as focused as during the day, he's not dumb.

Remembering the fight against Naruto, Neji's Byakugan failed to maintain itself after suffering a substantial amount of damage. In this time, it was merely seconds that Naruto wasted on digging the whole and striking him from underground. Given the chance, Shikamaru would take much less to capture him in a shadow. [This is IF he is able to inflict such an amount of damage to Neji which is nnot completely impossible.]

While running, one can think. Shikamaru's odds are still excellent once he sets a pre-plan [A plan to buy time].

I believe that any enemy, except those who know Shikamaru at a level like Asuma and Kakashi do, are most likely to underestimate Shikamaru's use of shadows during the night. I'm not saying that Neji is dumb, I'm insinuating that he would be caught off-guard thinking Shikamaru is defenseless during a time of day when shadows don't usually appear by a natural force [The Sun]. With use of scrolls, paper bombs and flash bombs an artificial light can be created giving the element of suprise. These could also be used as decoys as it is mention before [which you were unable to defend against].

Your fist paragraph is completely invalid because of two points: first, that was part one, Neji's resistance is greatly increased and his Byakugan has also improved. During the 4th Shinobi World War he is able to use for countless days against thousands of opponents. Again, you are relying on things are you even say are highly unlikely to happen. Yes Shikamaru can inflict damage on Neji and yes he can inflict enough damage to take out his Byakugan. But, given the new resistance, improved Byakugan and already said disadvantages Shikamaru has with his shadows, do you really think Shikamaru would be able to inflict so damage to Neji that his Byakugan (that lasts a couple of days) is ended? No, that's a longshot, and if Shikamaru is as smart as you put him he will not even think of doing this.

Yes, Shikamaru can think while running, but for simple plans such as (let me direct her to a trap site or such) if you see at all the other battles he has had to have his own little spare minutes to think of a good plan. (i.e. Temari, Hidan) People who can do this, for example, are Itachi and Minato. Again, stop relying on things that are unlikely to happen like Neji underestimating Shikamaru. First, how do you know this? Does Neji has a habit of underestimating his opponents? No, even so, after his fight with Naruto and Kidomaru he has had a change of attitude and has never again underestimated his opponent. I cannot believe you are still using this as an argument.

Everything you have mentioned has a low percentage of happening. (shadows, "underestimating him", Neji letting his guard down because of I dont know what, Shikamaru's traps (without chakra) getting him (when Neji himself has had millions of things coming at him including Zetsu, Spiders, Arrows and wooden kunais and he still has managed to see them) If you mention any of the above again, I will not reply because I'm tired of answering the same arguments.

shika would win. i mean...neji is a jounin...only cuz shika was prolly too lazy. and shika would probably lure neji in close. just cuz neji can see everything, doesn't mean he can counter it.
the argument that neji knows about shika's jutsu and such is invalid. 1 cuz you never know what shika is thinking in terms of strategy. 2 cuz the same could be said about neji in shika's case.
remember, shika's shadows don't have to be touching the ground now, and they can go a good distance. if neji chooses to rotate, shika could easily stop the shadow from touching neji (neji can't rotate forever).
remember, hidan was a close range fighter also, and shika did fine for a while against him. thus saying, i'm sure he'd be able to survive neji at close range by being smart enough to NOT be hit by all that many palm strikes, if any :O

question...wouldn't it make sense for shika to be able to make "shadow clones"???? just saying...why hasn't he been given that ability?

Again, he does not need to rotate, he can easily avoid them by using his Byakugan as a spotter. The rotation would be emergency case and it has to be so close like Naruto's punch. Shikamaru would be too far in to take the shadow back, if anything he could stop it but the rotation would repel it. I don't think you understand, even if Shikamaru blocks, Neji can still infiltrate his chakra points. (i.e Neji vs Hinata) So you're telling me, a slower and worse taijutsu user than Neji is going to able to "avoid" every strike he does with his Gentle Fist? Again, highly unlikely. Besides Hidan is way slower than Neji, this is why Shikamaru did ok.

but from my understanding, shadows can extend from the shadow of his attack. and if he draws in close with shika's shadows still extended, he could easily capture neji's arms or legs to restrain him from the shadows already being used...

I must Say Neji.

He has almost No blind spots making him very hard to Trap with Shaodws.

Also Neji has Mid range attacks.

He only needs to get Close once to take Shika out.

If the purpose of this tread was for you to shut down any possibilities of Shikamaru winning, then why ask the question??? I mean, you have been given numerous amounts of explanations as to how Shikamaru could win the match, yet you deny any that actually put Neji in a though spot. I say we let the people vote and let it be. Obviously it is pointless to keep arguing since your ego towards Neji is too big to even care about the chances the Shikamaru winning.

For future occasions, I recommend you don't speak as if you yourself were the character. If I were to do this then, of-course, the argument would be unfair. It's fine to state abilities and what not, but it's not okay to keep saying that all abilities would work and the opponent seem defenseless.

Please, I urge you to take my advise.

All and all, I had fun but you weren't able to change my mind over the fact that Shikamaru would beat Neji. [This, or it would end up in a draw.]

Three things:
1) If a shadow directly touches Neji he can break free by emitting chakra from his body, just like Kidomaru's web.
2) Let's say they both clash with a punch, Shikamaru won't be able to transmit chakra through the shadow of his punch to Neji because the chakra points in his arm are already affected and damaged.
3) When Shikamaru did this to Hidan, he had already a small shadow out, all he needed to do was extend it, Neji would notice this. And besdies, you're imagining a close-combat battled..if it gets close combat, Neji would just use one of his many Jyuuken techniques that if hit, Shikamaru wont be able to use chakra.

I have never shut down any posibitilies, each time I have clearly said the arguments you have pointed out are possible, they can happen, just as much as Neji can trip over and break his ankle. They have a low probability percentage.

If anyone is speaking as if they were the character, it's you..you are mentioning personality by stating the "oh, Neji can underestimate" Shikamaru. What I said was a manga fact, about Neji's attitude. Just like Shikamaru's attitude has changed. Don't make me look like a fanboy just because you do no think the same as I do. Even if the poll results to have more votes for Shikamaru then Neji, I woudn't care, and you shouldnt either because there are people who vote that are called "fanboys" that no matter what you tell them they will always believe their favorite character can win.

Unlike you, I do believe Shikamaru can win, it's just that Neji has more chances. (The draw is a possibility is as well.)
