1. It's not impossible or too difficult.He might find ways but it's unlikely, you're relying on things that are unlikely to happen like:
1) Shikamaru's shadow affecting Neji
2) Neji not seeing a trap and therefore falling for it not being able to do anything about it
3) Neji losing close-range combat
4) Shikamaru "evening" the score at night. Shikamaru's vision and shadows are affected by night whereas Neji's Byakugan is not.
All of these things can happen, but Neji has more chances at winning.
He won against Kidomaru, a long range fighter stronger than Shikamaru. (At the moment) What part of Neji can see clearly Shikamaru's shadows so he can avoid them easily or rotate them away.I'd give it to Shikamaru for the simple fact that he's a long ranged fighter and it would be tough for Neji to get close without being caught in his shadow possession jutsu.

3. Fighting wise, it's very difficult for Shikamaru. Strategy wise, Shikamaru has the upper hand.
4. At night, Neji is most likely to let his guard down. This gives Shikamaru an advantage if any light making tools remain in his arsenal [which is most likely happen].
If anything, Neji has the same chances.

Your fist paragraph is completely invalid because of two points: first, that was part one, Neji's resistance is greatly increased and his Byakugan has also improved. During the 4th Shinobi World War he is able to use for countless days against thousands of opponents. Again, you are relying on things are you even say are highly unlikely to happen. Yes Shikamaru can inflict damage on Neji and yes he can inflict enough damage to take out his Byakugan. But, given the new resistance, improved Byakugan and already said disadvantages Shikamaru has with his shadows, do you really think Shikamaru would be able to inflict so damage to Neji that his Byakugan (that lasts a couple of days) is ended? While running, one can think. Shikamaru's odds are still excellent once he sets a pre-plan [A plan to buy time].
I believe that any enemy, except those who know Shikamaru at a level like Asuma and Kakashi do, are most likely to underestimate Shikamaru's use of shadows during the night. I'm not saying that Neji is dumb, I'm insinuating that he would be caught off-guard thinking Shikamaru is defenseless during a time of day when shadows don't usually appear by a natural force [The Sun]. With use of scrolls, paper bombs and flash bombs an artificial light can be created giving the element of suprise. These could also be used as decoys as it is mention before [which you were unable to defend against].
I guess but we haven't seen this ability so we cannot count it in.question...wouldn't it make sense for shika to be able to make "shadow clones"???? just saying...why hasn't he been given that ability?

Shikamaru would be too far in to take the shadow back, if anything he could stop it but the rotation would repel it. I don't think you understand, even if Shikamaru blocks, Neji can still infiltrate his chakra points. (i.e Neji vs Hinata) So you're telling me, a slower and worse taijutsu user than Neji is going to able to "avoid" every strike he does with his Gentle Fist? Again, highly unlikely. Besides Hidan is way slower than Neji, this is why Shikamaru did ok.shika would win. i mean...neji is a jounin...only cuz shika was prolly too lazy. and shika would probably lure neji in close. just cuz neji can see everything, doesn't mean he can counter it.
the argument that neji knows about shika's jutsu and such is invalid. 1 cuz you never know what shika is thinking in terms of strategy. 2 cuz the same could be said about neji in shika's case.
remember, shika's shadows don't have to be touching the ground now, and they can go a good distance. if neji chooses to rotate, shika could easily stop the shadow from touching neji (neji can't rotate forever).
remember, hidan was a close range fighter also, and shika did fine for a while against him. thus saying, i'm sure he'd be able to survive neji at close range by being smart enough to NOT be hit by all that many palm strikes, if any :O

I have never shut down any posibitilies, each time I have clearly said the arguments you have pointed out are possible, they can happen, just as much as Neji can trip over and break his ankle. For future occasions, I recommend you don't speak as if you yourself were the character. If I were to do this then, of-course, the argument would be unfair. It's fine to state abilities and what not, but it's not okay to keep saying that all abilities would work and the opponent seem defenseless.

All and all, I had fun but you weren't able to change my mind over the fact that Shikamaru would beat Neji. [This, or it would end up in a draw.]
